  1. Preheat oven to 325 degrees F (160 degrees C).
  2. Heat olive oil in a large Dutch oven or braising pan over medium heat. Brown beef cubes on all sides, working in batches if necessary. Remove beef from pot and set aside.
  3. Add carrots, celery, and onions to the pot and sauté until softened, about 5 minutes.
  4. Stir in garlic, beef broth, red wine, Worcestershire sauce, tomato paste, thyme, rosemary, bay leaf, salt, and pepper. Bring to a boil.
