  1. In a bowl, combine sugar, rice vinegar, soy sauce, and cornstarch. Mix well and set aside.
  2. Slice the beef tenderloin into thin pieces and set aside.
  3. Peel and slice the ginger into thin pieces.
  4. Heat enough peanut oil in a wok or deep frying pan to fry the beef. Fry the beef until crispy and golden brown, then remove and drain.
  5. In the same pan, add the ginger slices and fry for a minute.
