  1. Remove the core from the cabbage and carefully separate the leaves.
  2. In a large bowl, combine the ground beef, ground pork, onion, bell pepper, rice, egg, ketchup, brown sugar, salt, and pepper. Mix well.
  3. Lay a cabbage leaf on a flat surface. Place a spoonful of the meat mixture in the center of the leaf. Roll the cabbage leaf around the filling, starting from the bottom. Tuck in the sides to seal.
  4. Repeat with the remaining cabbage leaves and filling.
  5. Place the cabbage rolls in a large slow cooker or Dutch oven. Pour the tomato sauce over the cabbage rolls.
