  1. In a large skillet over medium heat, brown the ground beef. Drain any excess fat.
  2. Add the onion, green bell pepper, red bell pepper, black beans, corn, green chilies, chili powder, cumin, salt, and black pepper to the skillet. Stir well and cook until the vegetables are tender, about 10 minutes.
  3. Heat the tortillas in a microwave or oven until they are warm and pliable.
  4. Spread 1/4 cup of the meat mixture onto the bottom of each tortilla.
