  1. Season chicken breasts with salt and pepper. Cut into 1-inch cubes.
  2. Heat oil in the Instant Pot on the sauté function. Brown chicken on all sides, about 5 minutes. Remove chicken and set aside.
  3. Add onion, carrots, celery, and garlic to the pot. Sauté for 3-4 minutes until softened.
  4. Stir in frozen peas and carrots, rice, soy sauce, brown sugar, sesame oil, ginger, and red pepper flakes (if using).
  5. Place chicken back in the pot and add water to cover the rice by about 1 inch.
