  2. Remove the tops and seeds from the peppers.
  3. In a large skillet, brown the ground beef over medium heat. Drain off any excess fat.
  4. Add the onion, green bell pepper, and red bell pepper to the skillet and cook until softened.
  5. Stir in the rice, tomato sauce, Parmesan cheese, basil, oregano, salt, and pepper.
  6. Fill the bell peppers with the meat mixture.
