  1. Preheat oven to 200°F (93°C). Line a baking sheet with parchment paper.
  2. In a large bowl, beat the egg whites until foamy. Gradually add the sugar, beating until stiff peaks form.
  3. Add the cream of tartar and vanilla extract and beat until incorporated.
  4. Divide the meringue into a piping bag fitted with a star tip.
  5. Pipe small dollops of meringue onto the prepared baking sheet, spacing them about 1 inch apart.
  6. If desired, add food coloring to the remaining meringue and pipe different colors onto the cookies.
  7. Bake for 90 minutes, or until the meringues are dry and crisp.
