  1. Preheat oven to 425°F (218°C).
  2. Divide pizza dough in half and roll out one half into a circle that fits the bottom of a 9-inch pie plate.
  3. Layer mozzarella cheese, Parmesan cheese, ground beef, Italian sausage, onion, bell peppers, tomato paste, Italian seasoning, garlic powder, and black pepper into the pie plate.
  4. Roll out the remaining dough into a circle and cover the filling. Press edges to seal.
