  1. Fill a large bowl with cold water and soak the rice paper wrappers for 10-15 seconds, or until softened.
  2. Place the soaked rice paper wrapper on a flat surface. Arrange the noodles, carrots, cucumbers, bean sprouts, basil, mint, and cilantro in the center of the wrapper.
