  1. Preheat oven to 225°F (107°C). Line a baking sheet with parchment paper.
  2. In the bowl of a stand mixer, beat the egg whites until they form soft peaks. Gradually add the sugar, beating until stiff peaks form.
  3. Add the cornstarch and vanilla extract and beat until just combined.
  4. Pipe the mixture onto the prepared baking sheet in 8 circles, about 3 inches in diameter. Create a small well in the center of each circle.
  5. Bake for 1 hour, or until the pavlovas are golden brown and crispy.
  6. Let cool completely before assembling.
  7. In a chilled bowl, whip the heavy cream until stiff peaks form.
  8. Spread the condensed milk evenly over the cooled pavlovas.
