  1. Line an 8x8 inch baking pan with parchment paper.
  2. In a large saucepan, combine butter, brown sugar, granulated sugar, and evaporated milk. Bring to a boil over medium heat, stirring constantly.
  3. Reduce heat to low and simmer for 5 minutes, or until the mixture has thickened.
  4. Remove from heat and stir in cocoa powder, vanilla, and salt.
  5. Spread half of the mixture into the prepared pan.
  6. In a small bowl, melt chocolate chips in the microwave or over a double boiler.
  7. Pour the melted chocolate over the butterscotch mixture.
  8. Top with the remaining butterscotch mixture.
  9. Sprinkle with chopped walnuts, if desired.
