  1. Preheat oven to 350°F (175°C). Line a muffin tin with cupcake liners.
  2. In a large bowl, whisk together the flour, cocoa powder, baking powder, baking soda, and salt.
  3. In a separate bowl, beat the granulated sugar and brown sugar until light and fluffy.
  4. Add the oil and eggs to the sugar mixture and beat until well combined.
  5. Alternately add the dry ingredients and the milk to the wet ingredients, beginning and ending with the dry ingredients. Beat until just combined.
