  1. Preheat oven to 350°F (175°C).
  2. In a large skillet, brown the ground beef over medium heat. Drain any excess fat.
  3. Add the chopped onion, green bell pepper, and red bell pepper to the skillet. Cook until softened, about 5 minutes.
  4. Stir in the sweet corn, black beans, Rotel diced tomatoes and chilies, cream of corn soup, milk, chili powder, and cumin. Bring to a simmer.
  5. Pour the mixture into a greased 9x13 inch baking dish.
