  1. Preheat oven to 400°F (200°C).
  2. In a large bowl, whisk together the flour, sugar, baking powder, baking soda, and salt.
  3. Using a pastry cutter or two forks, work the cubed butter into the dry ingredients until it resembles coarse crumbs.
  4. In a separate bowl, whisk together the heavy cream, orange zest, and orange juice.
  5. Add the wet ingredients to the dry ingredients and mix until just combined. Do not overmix.
  6. Fold in the cranberries.
  7. Turn the dough out onto a lightly floured surface and knead for a few seconds just to bring it together.
