  1. Brown the ground beef in a skillet over medium heat. Drain any excess fat.
  2. Add the onion, green bell pepper, chili powder, cumin, garlic powder, and salt and pepper to the skillet. Cook until the vegetables are softened, about 5 minutes.
  3. Stir in the creamy cheddar cheese sauce and heat through.
  4. Preheat oven to 350°F (175°C).
  5. Spread about 1/2 cup of the beef mixture down the center of each tortilla.
  6. Roll up the tortillas and place them seam side down in a greased 9x13 inch baking dish.
  7. Top the enchiladas with the Monterey Jack cheese.
