  1. Preheat oven to 350°F (175°C). Grease and flour a 9x13-inch baking pan.
  2. In a medium bowl, whisk together flour, baking powder, baking soda, and salt.
  3. In a large bowl, beat together butter and sugar until light and fluffy. Beat in eggs one at a time, then stir in vanilla extract.
  4. In a small bowl, whisk together green tea powder and boiling water. Let steep for a few minutes.
  5. Alternately add the dry ingredients and the green tea mixture to the wet ingredients, beginning and ending with the dry ingredients. Beat until just combined.
