Preparation Method Steps:

  1. Brown the ground beef and Italian sausage in a large skillet over medium heat. Drain any excess fat.
  2. Add the onion and green bell pepper to the skillet and cook until softened, about 5 minutes.
  3. Stir in the crushed tomatoes, tomato sauce, tomato paste, oregano, basil, sugar, salt, and pepper. Bring to a simmer and cook for 30 minutes, or until the sauce has thickened.
  4. Preheat the oven to 375°F (190°C).
  5. Cook the pasta shells according to package directions. Drain and set aside.
  6. Spread 1 cup of the sauce in the bottom of a 9x13-inch baking dish.
  7. Top with half of the pasta shells.
  8. Spread with half of the remaining sauce.
  9. Sprinkle with half of the mozzarella and Parmesan cheeses.
  10. Repeat layers.
  11. Bake for 30 minutes, or until the cheese is melted and bubbly.
