  1. In a medium bowl, combine the tequila, Cointreau, lime juice, and granulated sugar. Stir until the sugar is dissolved.
  2. Pour the mixture into a 9x13 inch baking dish and freeze for 30 minutes, or until firm.
  3. While the mixture is freezing, combine the water and lime zest in a small saucepan. Bring to a boil, then reduce heat to low and simmer for 5 minutes.
  4. Remove the saucepan from the heat and let cool completely.
  5. Once the mixture is frozen, use a spoon or melon baller to scoop out small balls of the mixture.
  6. Roll the balls in the salt to coat.
  7. Garnish with lime wedges and serve immediately.
