  1. Preheat oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.
  2. In a large bowl, whisk together flour, baking soda, salt, and cocoa powder.
  3. In a separate bowl, whisk together sugar, vegetable oil, and eggs.
  4. In a microwave-safe container, steep peppermint tea bags in hot water for 5 minutes. Remove tea bags and let cool slightly.
  5. Alternately add dry ingredients and buttermilk to wet ingredients, beginning and ending with dry ingredients. Mix until just combined. Stir in steeped peppermint tea.
