  1. Preheat oven to 350°F (175°C).
  2. In a saucepan, combine sugar and 1/4 cup of water. Cook over medium heat, stirring constantly, until the sugar dissolves and turns a light amber color (caramelize).
  3. Pour the caramel into an 8-inch round baking dish and coat the bottom evenly.
  4. In a large bowl, whisk together the milk, evaporated milk, eggs, and vanilla extract.
  5. Pour the egg mixture over the caramel and cover the dish with aluminum foil.
  6. Place the baking dish in a larger roasting pan filled with 1 inch of water.
  7. Bake for 45-50 minutes, or until a toothpick inserted into the center comes out clean.
  8. Remove from the oven and let cool for 30 minutes.
