  1. Preheat oven to 375°F (190°C).
  2. In a large skillet, brown the ground beef over medium heat. Drain any excess fat.
  3. Add the onion, bell pepper, and garlic to the skillet and cook until softened.
  4. Stir in the black beans, corn, salsa, and taco seasoning. Simmer for 15 minutes, or until the liquid has reduced.
  5. Spread 1/4 cup of the sauce in the bottom of a 9x13 inch baking dish.
  6. Top with 3 lasagna noodles.
  7. Layer half of the remaining sauce, 1/2 cup of the Monterey Jack cheese, and 1/2 cup of the Cheddar cheese over the noodles.
  8. Repeat layers.
