  1. In a large bowl, combine the black beans, corn, bell pepper, onion, cilantro, cumin, chili powder, salt, and pepper. Stir until well combined.
  2. Place a wonton wrapper on a flat surface. Add 2 tablespoons of the filling to the center of the wrapper.
  3. Fold the bottom corner of the wrapper over the filling.
  4. Fold the left and right corners over the filling, overlapping them slightly.
  5. Roll up the wrapper tightly from the bottom to the top.
