  1. Preheat oven to 375°F (190°C).
  2. Cut the tops off the bell peppers and remove the seeds and ribs. Rinse the peppers and set aside.
  3. In a large skillet, brown the ground beef and Italian sausage over medium heat. Drain any excess fat.
  4. Add the onion, green bell pepper, and garlic to the skillet and sauté until softened.
  5. Stir in the tomato sauce, tomato paste, water, oregano, salt, and pepper. Bring to a simmer and cook for 10 minutes, or until the sauce has thickened.
