  1. Preheat oven to 375°F (190°C).
  2. In a large skillet, brown the ground turkey over medium heat. Drain off any excess fat.
  3. Add the onion and bell pepper to the skillet and cook until softened.
  4. Stir in the taco seasoning packet and water. Bring to a simmer and cook for 5 minutes, or until the liquid has reduced.
  5. Spread the cooked turkey mixture into an 8x8 inch baking dish.
