  1. Preheat oven to 350°F (175°C).
  2. In a large bowl, combine the ground beef, bread crumbs, milk, egg, Worcestershire sauce, garlic powder, onion powder, salt, and pepper. Mix thoroughly.
  3. Form the beef mixture into 1-inch meatballs.
  4. Place the meatballs in a baking dish.
  5. Bake for 15 minutes, or until cooked through.
  6. Remove from the oven and let cool slightly.
  7. Press a mozzarella cheese ball into the center of each meatball to create the "zombie eye".
